\n\tOVERALL DIGITAL SKILLS comprise five skill types: information and data literacy, communication and collaboration, digital content creation, safety, and problem-solving.
\n\tPeople with specific digital skills are defined as follows:
\n\tPeople WITHOUT ANY INFORMATION AND DATA SKILLS – people who used the Internet in the last 3 months but did not perform any of the following activities: finding information about goods or services; seeking health-related information; reading online news sites, newspapers or magazines; checking truthfulness of the information or content found on the Internet, not verifying truthfulness of the information or content found on the Internet because the content or source is known to be unreliable.
\n\tPeople with BASIC INFORMATION SKILLS – People who used the Internet in the last 3 months and performed only one of the activities listed above.
\n\tPeople with ABOVE-BASIC INFORMATION SKILLS – People who used the Internet in the last 3 months and performed more than one of the activities listed above.
\n\tPeople WITH NO COMMUNICATION AND COOPERATION SKILLS – people who used the Internet in the last 3 months but did not perform any of the following activities: sending / receiving e-mails; participating in social media (creating a user profile, sending messages to friends, or otherwise participating in such sites, such as Facebook, Instagram, etc.); making calls (including video calls) over the Internet; using instant messaging; expressing opinions on civic or political issues on websites or in social media; taking part in online consultations or voting to define civic or political issues.
\n\tPeople with BASIC COMMUNICATION AND COOPERATION SKILLS – people who used the Internet in the last 3 months and performed only one of the activities listed above. People with ABOVE BASIC COMMUNICATION AND COOPERATION SKILLS – people who have used the Internet in the last 3 months and performed more than one of the activities listed above.
\n\tPeople WITHOUT ANY DIGITAL CONTENT CREATION SKILLS – People who used the Internet in the last 3 months but did not perform any of the following activities: using word processing software; using spreadsheet software; using advanced features of spreadsheet software (functions, formulas, macros, Visual Basic) to organise, analyse, structure or modify data; editing photos, video or audio files; copying or moving files; creating files (e.g. document, image, video) incorporating several elements e.g. text, picture, table, chart, animation, sound (e.g., Microsoft PowerPoint, OpenOffice Impress, LibreOffice Impress); writing code in a programming language.
\n\tPeople WITH BASIC DIGITAL CONTENT CREATION SKILLS – people who used the Internet in the last 3 months and performed one or two of the activities listed above.
\n\tPeople with ABOVE-BASIC SKILLS IN CREATING DIGITAL CONTENT – people who have used the Internet in the last 3 months and performed at least 3 of the activities listed above.
\n\tPeople WITHOUT ANY SAFETY SKILLS – People who used the Internet in the last 3 months but did not do any of the following: checking that the website where you provided personal data was secure; reading privacy policy statements before providing personal data; restricting or refusing access to your geographical location; limiting access to your profile or content on social networking sites or shared online storage; refusing allowing the use of personal data for advertising purposes; changing your web browser settings to prevent or limit the number of cookies installed on any device.
\n\tPeople with BASIC SAFETY SKILLS – People who used the Internet in the last 3 months and did one or two of the activities listed above.
\n\tPeople with ABOVE BASIC SAFETY SKILLS – people who have used the Internet in the last 3 months and performed at least 3 of the activities listed above.
\n\tIndividuals WITHOUT ANY PROBLEM SOLVING SKILLS – individuals who used the Internet in the last 3 months but did not perform any of the following activities: downloading or installing an application (app) or software; changing settings of software, application (app), or device (e.g. adjusting language, colours, contrast, text size, toolbars/menu); purchasing goods or services online for personal use in the last 12 months; selling goods or services via a website or app; participating in an online course or using online learning material other than a complete online course; Internet Banking (including mobile banking); looking for a job or sending a job application.
\n\tPeople WITH BASIC PROBLEM SOLVING SKILLS – people who used the Internet in the last 3 months and performed one or two of the activities listed above.
\n\tPeople with ABOVE BASIC PROBLEM SOLVING SKILLS – people who have used the Internet in the last 3 months and performed at least 3 of the activities listed above.
\n\tPeople WITH NO GENERAL DIGITAL SKILLS – People who used the Internet in the last 3 months and possessed 1 or none of the digital skills listed above.
\n\tPeople WITH LIMITED DIGITAL SKILLS – People who used the Internet in the last 3 months and possessed 2 of the 5 digital skills listed above.
\n\tPeople WITH NARROW DIGITAL SKILLS – People who used the Internet in the last 3 months and possessed 3 of the 5 digital skills listed above.
\n\tPeople WITH LOW DIGITAL SKILLS – People who used the Internet in the last 3 months and possessed 4 of the 5 digital skills listed above.
